@JAM102970 What you've said is largely irrelevant. That path is where the original file is. If you want to put this there and over-write the meta, sure, but the dlc_patch folder is the correct way to go about a pack like this.
There is no compatibility patch for Dispatchworks as the two mods are not incompatible. They work fine together. It is important that VWE gets installed second as the gameconfig in Dispatworks over-writes the newer on in VWE.

@thatoneretard The scenario pack is for vehicles used in the games existing scenarios. No new scenarios have been added.
@GothamCityGoon yeah all 3 oivs contain the new config, if you haven't changed it then I'll need to look at the downloads again
@GothamCityGoon If it helps, I have just been advised from elsewhere that issues have been caused by the F7YO Gameconfig, with the RH5 Rally causing a crash with that config, but working fine with the built in one by InfiniteQuestion
@GothamCityGoon very strange, I redownloaded the mega version myself for testing and it is working fine. I may need to investigate further and create a further update.
@GothamCityGoon This is a known issue with the original release. Redownload the pack as I quietly patched that a few days ago
@GothamCityGoon The uninstallers from the 2.4 release will work. Given that the only files that need 'uninstalling' are the popgroups, popcycle and vehiclemodelsets, the uninstallers were removed from this version as all they do is replace those 3 files with vanilla ones in the mod folder. In my experience the mod does not break with new updates as there is no content from game updates that can break a content mod like this, the uninstaller is largely redundant for this purpose.
@Danger2k The game does select randomly between vehicles and will bias towards whatever is already loaded into memory. If you are seeing any traffic at all then the traffic is working correctly following the OIV install. Modded vehicles will show in time.
@yellowboy06 It adds some 400 new vehicles to the game, spawns many of them ambiently in traffic alongside GTAO vehicles, and adds some of them to scenarios around the map.
@Coa This can be caused by a number of different things and is not easily to troubleshoot remotely. With the supplied gameconfig and a slightly increased trafficvariety in the settings.xml you should be seeing a strong variety in your traffic. There is not much I can suggest outside of that.
