I assume I have the latest version of OpenIV. Says 2.8 at bottom right.

Yes, I'm using this Bmw. The dlclist and extratitlesupdate should be correct because I copied and pasted the required lines from readme.txt. Yes I have a mods folder with the update folder inside. The ASI Loader and OpenIV.asi are both installed.

I'm brand new to modded in new cars, so this might be a stupid question, but what does: "Replace gameconfig.xml to: X:\Grand Theft Auto V/update/update.rpf/common/data" mean? I've tried replacing the default one with the one in the zip folder but the game crashes after I click single player. If you have the answer, that would be very appreciated!

Is there a way to open the menu with controller?

Just some small thing, you can't enable snow in this update. Not important, just something I noticed.

Any suggestions why the mod isn't working for me?

Still doesn't do anything when I click F7 (Or R3+LB) in-game. :( I can't figure out what I'm doing wrong. All 3 files are in the same folder.
