@poxo: do it with photoshop, the problem is resolved. even with 4k textures.
@poxo: the problem is gimp not creating proper mipmaps starting from level 5: here are mipmap4 and 5
http://imgur.com/a/5Mh6X. I don't know what the solution is, but you could try making mipmaps using nvidia tools for photoshop. I currently don't own photoshop so can't be too sure about it.

I guess the problem is because the alpha channel of the mist main file ( not spec or normal) is not clear enough and the problem worsens further in the mipmaps. http://imgur.com/nLIW1B6 (notice the problem specially in splatter 2,3,5,8) . I am not sure exactly if this the reason, but it could be.

yes i have made the normal too and both textures are mipmapped. Try first as the texture is low res and a bit unrealistic
i made a new blood pool texture.

Add the dds files in fxdecal.ytd and the decals.dat file in update.rpf/common/data/effects. Decals file is to adjust the size and specularity and for now it will just use the blood pool texture i gave you. Adjustments can be made to use all 3 blood pools. Try it, add it in your upcoming update if you like.
@poxo: sorry i misunderstood. I thought you understood the process and were making changes. If you want me to upload, It'll take some time. Currently i am at work, will work on this when i get home after a few hours :)
@poxo: i redid the process. The black stripes are gone and the textures look perfect now. Probably made a mistake earlier. BC3 DXT5 is the way to go. The default that gimp makes is 11 mipmap levels which seem way too high. If u can reduce the no. the filesize may go down. I currently cant find a way to do it.
