@VisualParadox It's not an issue, I have the physical disc version with all the updates. You're welcome to install the whole 605 odd GB off the net but it's the same thing and wont make any difference.
@VisualParadox Can't see how that's possible with AI Suite 3 suite seeing the 4690 is locked.
@VisualParadox That's great to hear! Reminds me I should probably put some fresh thermal compound on my cpu as it's been about 2yrs since last changed.
@neO_o_ Have you tried running with enb & reshade. I have not tried it on the current version of nvr but do recall reshade taxing the gpu more when I tried it on nvr some time back. Yeah the rage engine seems to be a bit cpu heavy at times.
@VisualParadox Yes different drives are fine. I have SSD "C:\Games\Rockstar Games\Grand Theft Auto V MODDED" and HDD "D:\Rockstar Games\Grand Theft Auto V"
@neO_o_ Correct, NVR contains no road textures. The vanilla ones are sharper and less fuzzy. no idea why it's highly rated. I no longer use it.
What CPU do you have?
What resolution you playing at?
GTA V is the only game I have where GPU usage fluctuates so much and it's a common thing if you look at youtube. You can try turning up gfx settings or playing at a higher resolution using dsr in nvidia control panel.
@VisualParadox I also run two installs and keep a third backup. Modded on ssd, vanilla on hdd and backup on a totally separate drive. I easily switch between the two installs using Xenon's GTA V Modded Launcher.
@neO_o_ Don't install la roads or la vegetation. Razed did his own thing so la vegetation is no longer needed. la roads textures are not as good as the stock ones. Neither of these are listed in the recommended mods any longer. The only recommended texture mods listed in the readme from the latest nvr are:

@VisualParadox I doubt it's a hardware issue. I would install Win10 64bit on a spare drive, latest nvidia drivers & gta v and then start testing and trouble shooting. This way you have a clean system without any interference from other apps & stuff. Do you have a original updated copy of gta v? Reason I ask is I see quite a few things wrt microstutters in the early days just after it was released.
