I got all the way to the adding the things at the end, how do I get to notepad? In open-iv I open the extratitleupdatedata.meta but it doesn't let me edit it or anything

you seem good with modding. Im new, I know how to install mods, and i have been. But I have this tsunami mod that I have no idea to delete it, I want my water back to normal. Can you help me please delete this mod? If you help with all this I might donate.
Im new to modding GTA5, how do I take this mod out the water is annoying when Im trying to play the game and the tsunami wont go away :(
I just drag those two files in the rar into my local files right?
