I can't find mplts in folder update/x64/dlcpacks/(its not here) and i do have legit gta btw I bought it on steam

when i downloaded scripthookv.net it kept saying not responding and i cant play i can only play when scripthookv.net is not installed but then the mod doesn't work please help
