IF you can't access FOOD and WATER for the mod at the STORE LOCATIONS, THEN you are likely checking at the counter /shopkeeper which is the wrong place.
INSTEAD CHECK behind the SHELVING UNITS inside the store.
This ISN'T explicitly stated in the description but make sure to look at the mod screenshots, as they show the specific location you need to stand.

For dumbies like me: you need to replace the gameconfig with the newest version but NOT in the main game folder.... USE OPEN IV in EDIT MODE to install the new gameconfig under "mods/update/update.rpf/common/data" Thought this might not be completely clear for a newb to GTA modding like me.

SUMMARY
REPLACE OLD GAMECONFIG WITH NEW - INSIDE OF OPEN IV - EDIT MODE - IN THIS DIRECTORY "mods/update/update.rpf/common/data"

Hope this really spells it out for someone.
