Friend, this mod is really great. I think it's more realistic than "gang and turf". I hope that in the subsequent updates, features such as having the territory of one's own gang and the ability to raid the territories of other gangs can be added.
This MOD is great, I hope there will be better gameplay in the future, such as setting up a HQ and letting the vice masters run the gangs so it's more realistic, there's a bug that sets up all to start the fight with a pistol but it doesn't work and the option of all using melee weapons is not well done rarely will they initiate an attack.
How do I get two gangs to be allies?

@lucasvinbr I found it and changed it to 8. The game ran for 10 hours and still no gangs. I don't know why.
