For installation you will need OpenIV
go to x64v.rpf\models\cdimages\streamedpeds_players.rpf\player_zero
and replace the files that are inside the game with the ones that are in this mod

A nice attempt, I'd recommend a more natural shade of blonde unless you intended for a noticeable hair dye/cartoonish effect.
