HOW TO INSTALL: Simply drag and drop the folder in your DLCPACKS in openIV
PATH: C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks
and update your dlclist.xml by adding dlcPacks:/R30SBSP/ in the correct format. Do not forget the < item > (without spaces) value before and after "dlcPacks:/R30SBSP/"
PATH: mods/update/update.rpf/common/data

If you got another ENV DLC installed already, it might conflict. Make sure you combine both or remove the old ones
