- unzip and extract malibumanionscenario.xml file to gta 5 main folder.
- then press f7 to open map editor then press new map and select the malibumanionscenario.xml file.

Removed 'scenario' from the title. A scenario is a specific game config file (meant for routing traffi/peds, etc).
