The issue seems to be found in this line here
ARCHIVE "update\x64\dlcpacks\mpheist3\dlc.rpf" is not exists
I have the same issue and when I looked in the mods folder I found a mpheist folder but not a mpheist3 folder.
When I added a 3 at the mpheist folder I could install succesfully. However the game started but kept on loading forever, so its not the correct folder.

map without the name of the street and area.oiv\

Does this not need this line preceding it?
